Erdogan Launches AI Plan to Train Millions, Build Tech Capacity
Addressing the Türkiye Artificial Intelligence Summit in Istanbul, Erdogan announced that the initiative will mobilize a minimum of $10 billion — sourced primarily from the private sector — to build out the country's data center, cloud computing, and AI infrastructure backbone.
The capacity targets are concrete and time-bound. Türkiye aims to reach at least 1 gigawatt of installed data center capacity by 2030, while ring-fencing no less than 2% of public investment programs exclusively for AI-driven projects.
A new National Data Library will form a cornerstone of the plan, with at least 2,000 public datasets — drawn from health, agriculture, defense, and e-commerce sectors — to be made openly accessible to citizens.
The plan's workforce ambitions are equally bold. Türkiye will develop 10,000 advanced AI specialists and 100,000 AI application professionals under the framework. Simultaneously, AI literacy workshops will be rolled out across all 81 of the country's provinces, targeting 5 million citizens within a two-year window.
"We will launch the National Artificial Intelligence Literacy Program to ensure that people of all ages understand artificial intelligence correctly and use it safely," Erdogan said.
The overarching strategy rests on four foundational pillars — discover, benefit, produce, and govern — each underpinned by four dedicated complementary actions designed to drive implementation across every level of government and industry.
